It appears as if the envoys from Tyre and Sidon were successful and that a peace agreement was to be publicly announced during a celebration of games held in honour of Roman Emperor Claudius.1 These games were held once every five years.2 The gathered people would include court officials, citizens of Caesarea as well as delegates from the Phoenician cities. Herod was wearing an expensive coat (apparently it was silver)3 and sought to make use of the occasion to affirm his prestige and power.
21 On an appointed day Herod put on his royal robes, took his seat upon the throne, and delivered an oration to them.
