What does it mean that God’s righteousness is manifested apart from the law?

Romans 3:21 (ESV)

21 But now the righteousness of God has been manifested apart from the law, although the Law and the Prophets bear witness to it

The righteousness of God, already mentioned by Paul in Romans 1:16–17, is now visible also apart from the law (Romans 3:21). Until Jesus came, the light of God’s righteousness shone only on all those who were under the law. But now his righteousness shines on people apart from the law. The expression, choris nomou (without the law) indicates that this new appearance of God’s righteousness in Jesus and in faith is no longer restricted by the law and the people of the law. The gospel is not a Jewish affair.1
