4 We must pay for the water we drink; the wood we get must be bought.

Water and firewood, two basic necessities, could always be obtained easily from one’s own land. But now the Judeans suffered this humiliation: they had to buy (or pay taxes for) these basic resources from the hands of their enemies. It shows how their land did not belong to them anymore. They were not a free people.
