The list of kings seems to begin in a chronological order by listing the two cities that were captured first, Jericho and Ai (Joshua 12:9). Then the list goes on to mention other cities in the south (Jericho to Makkedah, Joshua 12:10–16a), the the central region (Bethel to Lasharon, Joshua 12:16–18) and finally the kings from the north (Madon to Tirzah, Joshua 12:19–24).
