Sidon was a major Phoenician city that competed with Tyre to the south for economic hegemony for centuries. The inclusion of Sidon meant that most of Phoenicia was originally included in Asher’s allotment (cf. Joshua 19:24–31). But the major Phoenician cities were never brought under Israelite control.
