What does "all the rest of Israel" want to emphasize?

70Now the priests, the Levites, some of the people, the singers, the gatekeepers,and the temple servants lived in their towns, and all the rest of Israel in their towns.
A better translation would be all Israel.Ezra 2:70 wants to emphasize that the people who came back to the land are all the people of Israel, the complete people of God.
