2 “Speak to Aaron and his sons and to all the people of Israel and say to them, This is the thing that the LORD has commanded.

Unlike the previous chapter, which was predominately directed to the high priest, these laws are given, "to all the people of Israel.” The Code of Holiness is for all the people without exception.
