What is the identity of this second beast?

Revelation 13:11 (ESV)

11 Then I saw another beast rising out of the earth. It had two horns like a lamb and it spoke like a dragon.

The world God created can be described as having three parts: heaven above (where God dwells with his angels and the deceased saints), the earth beneath (where people live in this present existence), and the water under the earth (including the bottomless pit); see Exodus 20:4, Exodus 20:11. God had specifically given “the earth” to mankind as his habitation (Psalm 115:16). That this beast now arises from the earth indicates that, unlike the beast from the sea, this beast is not primarily devilish but primarily human. Humanity, of course, is fallen and depraved (Genesis 6:5; Genesis 8:21; Romans 3:10) and so tragically bent to follow Satan as well as any beast coming from Satan’s lair.
