Who forbade John from recording the message of the seven thunders?

Revelation 10:4 (ESV)

4 And when the seven thunders had sounded, I was about to write, but I heard a voice from heaven saying, “Seal up what the seven thunders have said, and do not write it down.”

It was not the mighty angel of Revelation 10:1–3 who forbade the writing, but a voice from heaven; the mighty angel, of course, had come down to earth from heaven and now stood on sea and land. We are not told who the speaker behind this voice is. That he speaks from heaven is sufficient for us; his command comes from the Lord God.
