“These all” refer to the offspring of Abraham and Sarah (see Hebrews 11:12). But not all who are descendants of Abraham (Israel) belong to Israel (Romans 9:4). Abraham is the father of those who believe the promises of God. Therefore, this phrase indicates the Israelites of the Old Testament who believed like their father Abraham.
13 These all died in faith, not having received the things promised, but having seen them and greeted them from afar, and having acknowledged that they were strangers and exiles on the earth.
