Why does the picture shift slightly from marriage to family?

Hosea 2:4–7 (ESV)

4 Upon her children also I will have no mercy, because they are children of whoredom.

God is indicting his people, his wife. But there is differences among those people. This becomes clear with the picture of the family. The mother is the people as a whole; she lives in adultery. But there are children (members of the people) who do not participate in that sin. They have to accuse the mother, as it were, take them to court to have the divorce pronounced. The mother committed adultery because she thought her new lover (Baal) would spoil her with beautiful gifts. More than her own Husband, the Lord God.
