There are a couple of interesting cities in this list. For one, according to Numbers 32:34, Gad built the city of Dibon, but here it is found amongst the cities given to Reuben. Presumably the Transjordan tribes worked together on their building projects. The city of Heshbon also appears in the list of cities given to Gad (Joshua 13:26) indicating some overlap in terms of their boundaries. Jahaz is the city where Israel defeated Sihon (Numbers 21:23). Peor was the notorious place where the Israelites had succumbed to the Moabite women’s seductions and engaged in worshipping their idol Baal (Numbers 25:1–3; Numbers 31:16). Balaam, mentioned in Joshua 13:22, would later become a symbol of opposition to the gospel (2 Peter 2:15; Revelation 2:14). Many of the cities in this list would also come to be recaptured by Moab some time in the future, such that later Israelite prophecies refer to these cities as Moabite cities (see Isaiah 15:1–9; Jeremiah 48:1–2, Jeremiah 48:21–25).
15 And Moses gave an inheritance to the tribe of the people of Reuben according to their clans.
