Wisdom is not something which can be externally applied. It must enter into and come from the heart. The man who is truly wise will have a heart willing to receive all truth. In particular, he will receive appropriate commands. Accordingly, he wishes to discover responsibilities that are morally right and then fulfill them.
A fool is not concerned about receiving direction, but enjoys talking about the empty and shallow thoughts coming from his empty and wicked heart. Someone like this will not be allowed to continue in such a way forever. One day he will be rejected by the hand of God, whose words the fool has not listened or paid attention to.
8 The wise of heart will receive commandments, but a babbling fool will come to ruin.
