What does the locust metaphor indicate?

Judges 7:12 (ESV)

12 And the Midianites and the Amalekites and all the people of the East lay along the valley like locusts in abundance, and their camels were without number, as the sand that is on the seashore in abundance.

It indicates the tremendous size of the Midianite army, but also the helplessness in face of this army, like the helplessness of someone faced with a locust plague.1
