How might Tola’s judgeship be summarized?

Judges 10:2 (ESV)

2 And he judged Israel twenty-three years. Then he died and was buried at Shamir.

We do not know much about Tola. He is not someone widely remembered. He simply arose, saved, lived, judged, died, and was buried. Nothing spectacular, nothing flashy, just the crucial elements to conduct a peaceful life, to create an orderly environment, and to govern a stable nation under the solid leadership that he provides for twenty-three years.1
