This verse is difficult to explain. Contextually it appears logical that this is also about Antiochus. I think the translation found in the Dutch NBG-1951 best conveys the meaning, And a worship service was instituted as in rebellion against the daily sacrifice; and he cast down the truth, and he was successful in whatever he did.
Antiochus Epiphanes appears to be the great victor. It seems as if God and his host have been defeated. The proper daily sacrifices to the Lord have been removed with force. In their place is the worship of an idol in the temple of the Lord. Truth and righteousness has been cast down to the ground as if it meant nothing. The devil’s helper and instrument seem to be succeeding at everything he imposes.
12 And a host will be given over to it together with the regular burnt offering because of transgression, and it will throw truth to the ground, and it will act and prosper.
