Since the letter is written to a Christian church, and given the fact that some believers appear to have been caught up with the false teachers (2 Peter 2:14, 2 Peter 2:18), it makes sense to consider that Christian believers are primarily in view—especially believers tempted to follow the ways of the heretics.1 Though these believers might be the focus, other people can and certainly are included by extension (see Ezekiel 18:32).2
