Why does the LORD, who knows all things, ask Cain what he has done?

Genesis 4:10 (ESV)

10 And the LORD said, “What have you done? The voice of your brother’s blood is crying to me from the ground.

God made Cain think. He gave room for remorse. Now that Cain is hardening, God erupts in anger: you have killed your brother, who is also my child.
