What new motivation for Judah’s repentance emerges?

Zephaniah 2:7 (ESV)

7 The seacoast shall become the possession of the remnant of the house of Judah, on which they shall graze, and in the houses of Ashkelon they shall lie down at evening. For the LORD their God will be mindful of them and restore their fortunes.

For the first time the prophet states explicitly that a remnant will remain. God will restore the fortunes of his people Judah by granting them the full possession of the Promised Land, including the land of the Philistines. Far from abandoning his people, he intends to renew the blessing of the law of Deuteronomy, for the remnant will dwell in houses they did not build.1
