What does the mention of “the remnant of my people” and “the survivors of my nation” reiterate?

Zephaniah 2:9 (ESV)

9 Therefore, as I live,” declares the LORD of hosts, the God of Israel, “Moab shall become like Sodom, and the Ammonites like Gomorrah, a land possessed by nettles and salt pits, and a waste forever. The remnant of my people shall plunder them, and the survivors of my nation shall possess them.”

The mention of the remnant of my people and the survivors of my people is a caution against arrogance. It again calls to mind that not all will participate in this prophesied time of expansion and prosperity, but only those who survive the impending judgment and destruction of Judah. Only the remnant will survive. “The reversal of fortune here is not simply that the people will inherit their enemies’ lands. Rather, the proud of every nation, including Israel, will be plundered and dispossessed. The humble will inherit the land of the proud.”1
