This could be a reference to God’s immutable character as a God of mercy and grace who does not deal with his people as harshly as they deserve, but is forgiving (Lamentations 3:22; Hosea 11:9). It could also refer to the immutability of his promise to the forefathers (Psalm 105:8; Psalm 106:45; Psalm 110:4; Jeremiah 4:28; Ezekiel 16:60).
