What is the terrible land, and what would come from there?
Isaiah 21:1 (ESV)
1The oracle concerning the wilderness of the sea. As whirlwinds in the Negeb sweep on, it comes from the wilderness, from a terrible land.
The storms described are not mere figures of speech. A destructive army would come like a storm from the desert, from a terrible land. This probably refers to the Medes and Persians who would later come to attack Babylon.
