What would happen after the period of forgetting had passed?

Isaiah 23:17 (ESV)

17 At the end of seventy years, the LORD will visit Tyre, and she will return to her wages and will prostitute herself with all the kingdoms of the world on the face of the earth.

In the same way as the prostitute in the song, Tyre would be forgotten, and trade would cease. After the 70 years, the Lord would visit Tyre, but this time to restore and not to punish. Tyre could only recover its former position if and when the Lord allowed it. Then, the city would return to the business of international trade.
