The term translated as desires
denotes the concept of want, wish (and so is not to be confused with passions). Again, the reading of the book may awaken in hearers (who live in this broken world with its endless struggles) a strong wanting of the promised rewards. In the present verse such wanters
are instructed to act, that is, take the water of life without price.
17 The Spirit and the Bride say, “Come.” And let the one who hears say, “Come.” And let the one who is thirsty come; let the one who desires take the water of life without price.
