Proverbs 21:24 (ESV)

24 “Scoffer” is the name of the arrogant, haughty man who acts with arrogant pride.

“Mocker” is one of the many names that the book of Proverbs gives to the wicked. The mocker is not found primarily outside of the church. The apostles warned against mockers in the church. What makes someone a “mocker”? Here we see that it is a person’s great pride and arrogance. He acts as if he is above God’s Word, refusing to submit to discipline. As is stated in Proverbs 15:12, “A mocker resents correction; he will not consult the wise.” Hard punishment is the only language that a mocker might understand (Proverbs 21:24).

Mockers can come in many forms. Some may openly rebel against God’s commands. Others may be very learned and religious, but proudly preferring their own ideas above God’s Word.
