Who causes disaster to come to a city?

Amos 3:6 (ESV)

6 Is a trumpet blown in a city, and the people are not afraid? Does disaster come to a city, unless the LORD has done it?

Amos assumes that the people of Israel will agree with him that destruction and disaster are the Lord’s doing. He has just prophesied the destruction of various pagan cities around Israel (Amos 1:3 – 2:3). The people of Israel would have agreed with him that if destruction came upon those cities it happened only because it was the Lord’s will (see Isaiah 45:7; Lamentations 3:38; Micah 1:12).
