Habakkuk 2:15–17 (ESV)

15 “Woe to him who makes his neighbors drink you pour out your wrath and make them drunk, in order to gaze at their nakedness!

The Fourth Woe

This passage metaphorically describes how brutally the Babylonians treated their victims. They completely stripped them of their wealth by taking their belongings and dignity from them by making them drink wine until they were drunk (Habakkuk 2:15). They then gloated over them in triumph, gazing with much delight upon them in their sufferings (Habakkuk 2:15). Their treatment of their victims also implied that they abused them sexually. In response to their violence the cup in the Lord’s right hand would come upon the Babylonians exposing their uncircumcision which referred to the corrupt condition of their hearts (Habakkuk 2:16). God’s judgment would fall upon them so severely that instead of glory they would experience shame like that which they inflicted upon their victims (Habakkuk 2:16). The violence they committed against Lebanon by killing its animals, shedding human blood of its inhabitants, and desecrating the earth would bring judgment upon them (Habakkuk 2:17). They would be overwhelmed and severely punished.
