Who is the angel in charge of the waters?

Revelation 16:5 (ESV)

5 And I heard the angel in charge of the waters say, “Just are you, O Holy One, who is and who was, for you brought these judgments.

John had earlier mentioned angels responsible for “holding back the wind” (Revelation 7:1), as well as an angel who had authority over the fire (Revelation 14:18). Daniel in time past had mentioned angelic beings in charge of nations (Daniel 10:13, Daniel 10:20; Daniel 12:1). References as these would suggest that God uses angels in ways not fully clear to us for his control over elements of his creation. Because the Lord has not revealed these matters clearly to us, we do well to abstain from speculation. The important thing is not the identity and task of this angel so much as what this angel, who has jurisdiction over the waters, says in response to what happened to the elements under his authority.
