What is lacking in Israel’s cry?

Judges 10:10 (ESV)

10 And the people of Israel cried out to the LORD, saying, “We have sinned against you, because we have forsaken our God and have served the Baals.”

It is good that Israel admitted its sin and guilt. And it is significant that Israel said, “We have forsaken our God”: they recognize their special relationship with the Lord. But any appeal for forgiveness or grace is absent. So it is not clear whether Israel really is repentant.
