Why were two birds required?

Leviticus 5:7 (ESV)

7 “But if he cannot afford a lamb, then he shall bring to the LORD as his compensation for the sin that he has committed two turtledoves or two pigeons, one for a sin offering and the other for a burnt offering.

The first bird was used in the same way as the blood of the sin offering and the other as the fat parts of the burnt offering to God. The first is for purification and the second for propitiation.
