The designation who dwell on earth
actually appears twice in this verse in the Greek (the ESV uses the word them
in place of the second time this phrase appears). The doubling is intended to draw the reader’s attention specifically to this designation. As this beast is also from the earth,
those who dwell on the earth are his natural companions. The point is to emphasize that the beast’s word/messaging sits well with humankind.
14 and by the signs that it is allowed to work in the presence of the beast it deceives those who dwell on earth, telling them to make an image for the beast that was wounded by the sword and yet lived.
