The antecedent is not just the previous verse but the entirety of the paragraph. 1 Peter 4:19, then, serves as a summary conclusion to the 1 Peter 4:12–18 (be it with echoes of the argument of the entire section begun at 1 Peter 2:11).
19 Therefore let those who suffer according to God’s will entrust their souls to a faithful Creator while doing good.
